Regarding Foreclosure Prevention Counseling – According to a report from Department of Housing and Urban Development, a 55% of increase is found in receiving the foreclosure prevention counseling amongst a large number of families during the year 2006-2007.Also, the report says about expecting a much higher growth in 2008.
HUD's report, "The State of the Housing Counseling Industry," revealed that out of the 136,000 families approximately completed this counseling during 2007. Out of which, 45% were able to remain in their homes and 14% ultimately lost their home through foreclosure while the outcomes for the remaining 41% of clients are totally unknown.
Again, in the report it is mentioned that in the years leading up to the current crisis, more than 55% of low income families has to suffer the lack of counseling as these low-income families seeking to buy their first home did not seek out pre-purchase counseling. Due to this, they were left unprepared for making one of the biggest financial commitments of their lives and may have contributed to some of today's high rates of default and foreclosure.
It was also reported that as compared to the U.S. population as a whole, counseling clients are substantially more likely to be minority. In 2007, out of the 1.7 million individuals that received counseling services from a HUD-approved agency, 54% were reported to be white while 36% were African-American and remaining 20% were reported to be Hispanic. Most of the clients that received counseling from a HUD-approved agency are of very low or low-income.
According to a breakdown of the services clients received in 2007, 308,389 clients sought pre-purchase counseling; 202,795 clients received mortgage refinance, 264,989 clients sought help to resolve or prevent mortgage delinquency and reverse mortgage counseling; 380,006 persons received rental counseling; and 48,593 clients sought counseling on shelter or other homeless assistance programs.
